Create a clearance request for an asset
Retires a device at end of life, for resale value or certified data erasure. Creates a clearance request for the given asset so it can be recovered, resold, or written off. The referenced manager is recorded as the requester and receives lifecycle notifications. Clearance must be enabled for the organization.
