Submits one or more documents for a legal entity, each answering a document requirement. Upload the file contents to the File Service first, then reference each file by its file_id and one_time_secret. A requirement that needs approval enters review as AWAITING_REVIEW; other submissions are accepted as COMPLETED. Read requirement.is_approval_required, then poll the get-document endpoint. A new submission supersedes a rejected attempt for the same requirement.
